Tips on carrying out a final inspection

Once you have signed the bond over to the tenant, it becomes very difficult to pursue the tenant for cleaning or items that you may have overlooked when carrying out the final inspection.
To be proactive and get the tenant working with you, send a final tenant cleaning guide. This will clearly highlight to the tenant your expectations and what you will be looking at when carrying out a final inspection.
Following is a guide only outlining some of the key areas that need to be checked when carrying out the final inspection.
Where possible, always encourage the owner to be present. It is a great opportunity for the owner to keep in touch of the properties condition.
GENERAL – ALL ROOMS
- Carpet cleaned
- Pest control carried out (if applicable)
- All exhaust fans throughout the property clean
- Air vents dusted
- Window coverings clean, including the backs
- All vertical strings to be attached and secure (if applicable)
- Flyscreens clean
- Windows and windowsills clean
- Doors and doorframes clean
- Marks removed from the walls
- Cobwebs removed from ceiling cornices & walls
- All light fittings clean and free from insects
- All floors and skirting boards clean
- All ceiling fans throughout clean and free from dust
- All mirrors throughout including wardrobe door mirrors clean
- All items on inventory to be accounted for (if applicable)
KITCHEN
- Oven and griller clean and drip trays free from grease
- Range hood filters clean
- All cupboards (inside & out & tops) clean
- Sink taps and disposal unit (if applicable) clean and polished
- Walls and tiled areas free from grease
- All benches and floors clean and free from grease
- Dishwasher clean including internal door and bottom drainer
BEDROOMS
- Inside wardrobes and cupboards clean and free from holes
OUTSIDE AREAS
- Lawns mowed (if applicable)
- Flower beds and pebble areas free from weeds (if applicable)
- No rubbish left in the gardens or around the property (if applicable)
- All garbage bins emptied and washed clean
- Driveways, carports, garages and any concrete areas free from oil and grease stains
- Garage floor area swept and cobwebs removed
- Cobwebs to be removed from outside eaves, awning & ceilings (where applicable)
- Pool and spa cleaned, vacuumed and report supplied to highlight the correct pH factor (if applicable)
BATHROOM
- Shower recess clean
- Grouting free of all soap residue or mildew
- Shower curtain (if applicable) washed and shower screen clean
- All plugholes clean and free from debris
- Mirrors clean
- All drawers and cupboards cleanToilet to be cleaned thoroughly, including bowl, seat & cistern
LAUNDRY
- Washing machine and clothes dryer
- filter clean and free from lint
- Under laundry tub and plughole clean

I do not understand this tip. When a tenant moves out this is just the time when they most need the use of their rubbish bins, which is included in the rent they pay.
Another point I would like to make is that these bins belong to the council and not the property, so what gives property managers the right to demand empty bins?
